Victoria to stand up cyber defence centre as part of 5-year security plan

Victoria’s ambitious cyber strategy program will start to bear fruit this year, with the establishment of a dedicated Victorian government cyber defence centre.

The announcement was made as part of an update to Victoria’s five-year cyber strategy plan, looking at what the plan will achieve for 2022–23.

The Mission Delivery Plan (2022–23) was released last Friday by the Victorian government and outlines the initiatives that are this year’s priority. The creation of the cyber defence centre sits alongside a number of other initiatives to reduce “the risk of adverse cyber security events on government systems and services”.

One of the big aims is to boost risk management across the entire Victorian public service. This involves creating a whole of Victorian government cyber operating model with a unified approach to security, and a cyber hub model to help with resource management and governance across the public service.

Growing and boosting cyber skills is also of paramount importance, as is building better coordination and operations support between agencies.

Private industry is a part of the plan, too, and the delivery plan calls for growing “Victoria’s reputation as the cyber capital of Australia”, while also calling for more cooperation between industry and government by way of community events such as hackathons.

Finally, the plan addresses community resilience, and the need for providing a “clear, trusted voice to advise the community on cyber risk and prevention strategies”. Victoria Police is also expected to boost its cyber capacity.

At the same time as the Mission Delivery Plan was released, the office of the Victorian government’s chief information security officer also put out a statement on the cyber strategy’s progress.

“Late 2021, the Victorian government released Victoria’s cyber strategy, backed by a $50.8 million investment,” the statement reads. “The five-year strategy sets the government’s vision for creating a cyber-safe Victoria, a place where government, industry, and the community can connect and deliver services safely and securely online.”

“In the first year of delivery, we have heavily focused on building the solid foundations and partnerships across government and industry that are required to see the strategy succeed over the next four years.”
